CUNY, John Jay Collegeのテロリズム研究センターで毎週金曜日に開催されている研究会に出席しました。
今回のテーマは、「戦争を超える思考～政軍関係問題と、なぜアメリカは平和構築に失敗するか」です。
報告者は、ウエスト・ポイント陸軍士官学校の、イザイア（アイク）・ウィルソン准教授でした。
アイク准教授は、近代国家間の戦争が成立していた第２次世界大戦以後、朝鮮戦争やベトナム戦争、湾岸戦争など
を経て、戦争という現象は変化しつづけていることを示し、近代的な「戦争vs平和」という対立軸はもう成立しない
と指摘しました。
アイク准教授は、その転換点は「911テロ」と、「人間の安全保障」(Human Security)であると述べました。
常に戦争と平和の研究や解釈、そして処方箋は後追いになり、もはや議論すべき共通の軸、基準を失っていると。
テロリズムの時代を経て、これから否応なく、気候変動、環境問題、人口問題、食料とエネルギー、貧困問題、
これらが総合的に結びついた新しい形態の国際紛争、戦争の時代が到来するだろうという指摘です。
報告は抽象的な議論ではなく、具体的な史実、数量データの基づいた貴重なものでした。
アイク准教授は、①「アメリカのアイデンティティ危機」、②「民主主義幻想の危機」、③「人道主義の危機」、
④「法の支配・倫理・人道的介入の危機」という根本的な危機の諸相から、
⑤「アメリカのグランド・ストラテジーの危機」が到来していると述べ、その対応策について議論がなされました。

Lieutenant Colonel (Promotable) Isaiah (Ike) Wilson III, Associate Professor
and the Directorof American Politics, Public Policy and Strategic Studies with the
Department of Social Sciences at the United States Military Academy at West
Point, NY.
LTC(P) Wilson holds a B.S. in International Relations from the United States
Military Academy, master's degrees in Public Policy and Government from
Cornell University, master's degrees in Military Arts and Sciences from the
U.S. Army's Command and General Staff College and School of Advanced
Military Studies, and a Ph.D. from Cornell University.
An Army aviator, military historian, and strategist, LTC(P) Wilson is a
graduate of the U.S. Army's School of Advanced Military Studies (SAMS), a
postgraduate program focused on the strategic and operational levels of war
policy and planning. He held military command in Germany and the Balkans,
and is a combat veteran of Operation Iraqi Freedom (Iraq) and Operation
Enduring Freedom (Afghanistan). He served as the chief of war plans and
military strategist for the 101st Airborne Division (Air Assault) in
Northern Iraq, and later as the Divisions' chief architect for the 101st
Airborne's reorganization. Most recently (summer 2009), LTC(P) Wilson
served as a special advisor, Civ-Mil planning for US Forces-Afghanistan,
NATO-International Security Assistance Force (ISAF), and the U.S.
Embassy-Kabul assisting in the development and authoring of the US
Government Integrated Civ-Mil Campaign Plan for Afghanistan and Pakistan.
LTC(P) Wilson is a life member of the Council on Foreign Relations, an
active member of the American Political Science Association, International
Studies Association (ISA), and American Sociology Association (ASA), as well
as a recipient of the CFR's prestigious International Affairs Fellowship.
His research interests include intervention policy, arms export policy,
strategy, security and defense policy, and civil-military affairs.
